The US Department of Health and Human Services (HHS) Centers for Medicare and Medicaid Services (CMS) provides state and US territory (e.g., Puerto Rico) Medicaid Management Information System (MMIS) modernization projects with up-to 90% federal reimbursement for the design, development, and implementation (DDI) phase of each MMIS project. CMS requires that state health and human services (HHS) agencies engage in industry best practices for proper risk management, project oversight, requirements management, and quality assurance testing management as preconditions for receiving federal funding.
In support of a state's use of best practices, CMS provides architectural and software development life cycle guidelines that must be met to allow a state to qualify for DDI reimbursement.
