Charles Goolsby has dedicated his professional life to providing high-quality business analysis, government policy analysis, systems analysis, and technical services for enterprise software development projects.
Charles has an extensive background as a hands-on software developer. That experience provides him with a unique perspective and insight as he works in the business analysis, product management, and IT project management space.
Charles' work as a senior business analyst has focused on defining requirements for state Medicaid Management Information Systems (MMIS) replacement initiatives, with an additional emphasis on the development of social services case management, eligibility/enrollment, health insurance exchange (HIX), provider management, pharmacy benefits management, and care management solutions.

Charles has been a life-long participant in the mission of community social work. That work, first based in Washington, DC, has included providing social services at the nonprofit agency Adelante, work at the Latin American Youth Center, as well as by way of several independently created advocacy initiatives.
Charles continues to actively contribute to community-based social service volunteerism today.
